Boston Police Commissioner Ed Davis confirmed early Friday that one of the suspected Boston marathon bombers is dead and the hunt for the “armed and dangerous” second bomber is still on.

“One suspect dead. One at large,” Davis said on his official Twitter account. “Armed and dangerous. White hat suspect at large,” Davis added.

Prosecutor said one Boston suspect died at hospital after shootout and he threw explosives in chase.

Police have told residents of the town of Watertown near Boston to stay indoors and “stay away from windows” as they hunt a second suspect wanted for the attacks in which three people died and about 180 were injured.

Police captured one of the Boston marathon bombing suspects and were chasing a second in a wild, deadly manhunt near the US city early Friday, local media reported.

One police officer was shot dead and a second wounded in the dramatic nighttime operation, authorities said.

One suspect was caught in Watertown near Boston after a chase in which explosives and gunfire were heard, the Boston Globe reported.

Special police forces sealed off much of the town as they hunted the second man, the newspaper and other media said.

The authorities made no comment on whether there was a link between the manhunt and Monday’s bombing in which three people were killed and about 180 injured.

But the operation came only hours after the Federal Bureau of Investigation released photos of the suspects they believe planted the bombs.

A robbery at a gas station was followed by the killing of a police officer on the campus of Massachusetts Institute of Technology and a car chase to Watertown, media reports said.

A second police officer was wounded in a gunfight in the town, they added.

Obama went on national television to warn against “jumping to conclusions”, but a senior White House official said such an attack was “clearly an act of terror.”

Special agent Rick DesLauriers, who heads the FBI’s Boston bureau, told reporters: “It is a criminal investigation that is a potential terrorist investigation.”

More than 100 people were injured, Massachusetts governor Deval Patrick said, without giving an exact figure. The Boston Globe said more than 140 were hurt and that one of those killed at the scene was an eight-year-old boy.

Surgeons worked into the night on the wounded from the two powerful blasts, which were about 100 yards (metres) from each other.

Police and doctors quoted by US media said ball bearings had been packed into the bombs causing horrific injuries.

Some people had arms and legs torn off at the scene. Several victims had “traumatic amputations” at the race medical tent or in hospitals, said Alasdair Conn, head of emergency medicine at the city’s Massachusetts General Hospital.

Five other hospitals were also used for the victims.

More than 27,000 runners were in the 26.2 mile (42 kilometer) race that is one of the world’s most prestigious marathons. Tens of thousands of people were packed around the finish. Many of the runners had completed the race when the bombs erupted.

The blast and clouds of smoke tore through crowds on Boston’s Boylston Street and blew out nearby shop windows. Streets around the bomb sites were kept closed as forensic experts moved in.

Video footage on American TV showed the detonation behind a row of national flags. One 78-year-old runner was blown to the ground and many bloodied spectators were pushed by the force of the blast through barriers onto the street.

Bill Iffrig, the runner who fell, said “the shockwave must have hit me. My legs felt like noodles.” But he got up and walked away again and told his story to many US media.

But other witnesses near the bombs told how bodies had been piled up on top of each other.

“We saw people with their legs blown off,” Mark Hagopian, owner of the Charlesmark Hotel, told AFP from the basement of a restaurant where he had sought shelter.

“A person next to me had his legs blown off at the knee — he was still alive.”

“It was very loud. You could feel the ground shake,” added Dan Lamparello, another witness.

NBC News, citing officials, reported that police had found “multiple explosive devices” in Boston, raising the possibility of a coordinated attack.

Boston authorities urged people not to congregate in large crowds and the area around the attacks was sealed off.

Police warned there would be heightened security around the city on Tuesday with random checks of backpacks and bags on buses and commuter trains. Many streets would also remain closed.

Governor Patrick said late Monday “the city of Boston is open and will be open tomorrow, but it will not be business as usual.”

The twin explosions come more than a decade after nearly 3,000 people were killed in airplane strikes on New York, Washington and Pennsylvania on September 11, 2001.

Security was stepped up in New York and Washington — both sites of 9/11 attacks — as well as in Los Angeles and San Francisco.

New York police boosted security at hotels and other city landmarks. The Boston blasts rattled US markets, sending the Dow and the S&P 500 down at the close.

The national flag over the white dome of the US Capitol in Washington was lowered to half-mast in honor of the blast victims.

Pakistan witness identifies one accused in Mumbai attacks case

A witness on Saturday identified one of seven Pakistani men charged with involvement in the 2008 Mumbai attacks as the person who had bought inflatable boats used by the terrorists involved in the assault on India’s financial hub.

Prosecutors said the witness, whom they did not name for security reasons, had identified accused Shahid Jamil Riaz during proceedings conducted behind closed doors at Adiala Jail in Rawalpindi by anti-terrorism court Judge Chaudhry Habib-ur-Rehman.

The witness told the judge that Riaz and 10 other people had bought 11 inflatable boats, saying they were to be used for fishing. The witness further told the judge he had never seen these persons returning from sea with any fish.

A total of four private witnesses testified during the hearing.

Another witness told the judge that he had sold the accused a Yamaha boat engine for Rs 1.6 lakh and yet another witness said he had sold the accused six pumps, prosecutors told PTI.

The witnesses also identified 10 men, including Amjad Khan and Atiqur Rehman, who were allegedly involved in planning and executing the Mumbai attacks on November 26, 2008 that left 166 people dead.

These 10 men were earlier declared “proclaimed offenders” or fugitives by the anti-terrorism court.

“The 10 proclaimed offenders were either trainers or facilitators of the accused who launched the attacks in Mumbai,” chief prosecutor Chaudhry Zulifqar Ali told PTI.

One witness told the court that Amjad Khan had obtained from him a “port clearance certificate” for Al-Hussaini, a fishing boat used by the terrorists.

Amjad Khan was also involved in purchasing the inflatable boats, another witness said.

Though Chief prosecutor Ali identified the four private witnesses as Hamza Bin Tariq, Muhammad Ali, Mohammad Saifullah Khan and Umer Draz Khan, he refused to go into details of their individual testimony for security reasons. All the witnesses belong to the port city of Karachi.

Additional Director Altaf Hussain of the Federal Investigation Agency, who played a key role in probing the Mumbai attacks, was present during the hearing but the judge did not allow him to testify as a defence lawyer argued that Hussain should record his statement after the private witnesses.

Prosecutors said the cross—examination of the four private witnesses could not be conducted as the main defence lawyers did not attend the hearing.

In the past too, the defence lawyers have held up proceedings by exploiting legal loopholes and posing hurdles for the proceedings, officials said.

The judge adjourned the case till April 27, when the four witnesses are expected to be cross—examined.

“The witnesses protested against being summoned for the next hearing as it will result in a lot of expenses for them.

They demanded an allowance for travelling back to Rawalpindi from Karachi,” chief prosecutor Ali said.

Amjad Khan, the fugitive identified by the witnesses, is a shadowy LeT organiser and financier from Karachi who figured in a majority of dossiers provided to Pakistan by India.

Khan, who hails from Multan, played a key role in arranging and providing funds to the ten terrorists who attacked Mumbai.

Khan is one of 20 suspects in the Mumbai attacks who are yet to be traced by Pakistani investigators.

These 20 suspects were named in a chargesheet filed in the anti-terrorism court in 2009. They were all accused of playing a key role in facilitating the Mumbai attacks.

Pakistani authorities have so far arrested seven suspects, including LeT operations commander Zakiur Rehman Lakhvi. They have been charged with planning, financing and executing the attacks.

Their trial has progressed at a snail’s pace due to repeated adjournments and various technical delays.

Nine of the terrorists involved in the attack were killed by Indian security forces.

The only surviving attacker, Ajmal Kasab, was hanged in Pune jail on November 21 last year.

Congress has always misused CBI: Hazare

Social activist Anna Hazare on Saturday said it was wrong to presume that the CBI acts of its own volition and alleged that Congress had always “misused” the central investigating agency.

Mr Hazare told reporters, “Everybody knows that the CBI is under government’s control. If it is brought under the Lokpal’s control, it would help in curbing corruption.”

Mr. Hazare alleged that Congress had always “misused” the agency, even though it has some good officers in its fold.

“It is not that all people with the CBI are bad. But they are subjected to pressure as they have their jobs to protect.

Congress has always misused it,” he alleged.

When asked to comment on the UPA allies leaving Congress, Mr. Hazare said the party was losing the sympathy of the people because of the corruption associated with it.

“Congress is taking wrong steps. People have lost their sympathy for the party as responsible ministers in the government too are involved in scams,” he added.

Referring to the support of Samajwadi Party (SP) to the Congress-led government, Mr. Hazare said, “Regional parties pose a threat to the country as they bring pressure (on the government).”

He said although he had parted ways with his erstwhile colleague Arvind Kejarwal, there was no conflict between them and he wished him well for their cause through political means.

Mr. Hazare said he had not instituted any core committee of his own after breaking away from IAC. “It is difficult to get selfless workers for a cause. I am at present associated with ’Janatantra Morcha’ along with former Army Chief V K Singh, which is a non-political organisation,” he added.

Later, addressing a gathering, the activist said he was confident that the Lokpal would be a reality. “We have seen part one of the Lokpal bill,” he added.

He also noted with satisfaction that the provision of a fine for civil servants, who delayed their work beyond the stipulated period under Citizens’ Charter.

“When the elections are declared, I would be once again be at the Ramlila maidan to press for the demand for Right to Reject as part of electoral reforms to keep anti-social elements out of Parliament and the state legislatures,” Mr. Hazare asserted.

Girl who performed at Obama’s inauguration shot dead

Hadiya Pendleton, a 15-year-old girl who performed at President Barack Obama’s inauguration last week, has been shot dead in Chicago, a media report said. Pendleton was shot dead while hanging out with friends after school, reported NBC News.

She had performed with the King College Prep school band at Obama’s inauguration. She was standing under a canopy in Vivian Gordon Harsh Park when a gunman came from an alley, opened fire and fled, police said.

She was shot in the back but managed to run about a block before she collapsed. She died at hospital.

A 16-year-old boy was wounded in the attack. Pendleton, who did not have a criminal record, was probably not the intended target. “Never in a million years did I think I would get a call that my own baby had been gunned down,” Pendleton’s mother, Cleo Cowley, was quoted as saying.

She said that Tuesday afternoon she got an unexpected call from one of her daughter’s friends. “She was screaming on the phone that Hadiya’s been shot, she’s been shot, and I just didn’t understand,” said Cowley.

Afghanistan refuses to hand over notorious Pakistani terrorist to Pakistan

Afghanistan has refused to extradite notorious terrorist Maulvi Faqir to Pakistan. He was detained together with five accomplices five days ago in the east Afghan province Nangarhar and is being kept in-custody at a pre-trial detention center of the Chief Department of National Security (CDNS) in Kabul. On Thursday, the Foreign Minister of Pakistan, Hina Rabbani Khar called on her Afghan colleague Zalmai Rassoul, asking to extradite to Islamabad the criminal who has blood of many Pakistanis on his hand, nevertheless was refused. The Foreign Minister of Afghanistan specified that Pakistan does not hand over the Afghan Talibs on request of Kabul, referring to absence of the official extradition treaty of criminals. He hoped that very soon such agreement will be signed after all.

What next for Syria talks after Damascus attack?

The recent attack in central Damascus which claimed the lives of at least 53 people has again doubted chances for a prompt solution to the Syrian crisis.

None of the opposition groups has yet claimed responsibility for the attack. Russia’s Foreign Minister Sergei Lavrov and the U.S. Secretary of State John Kerry are expected to discuss the situation during the talks in Berlin on February 26. There is not much optimism about the meeting, though. 

Mr. Lavrov earlier said that he was puzzled to known that the U.S. had vetoed the UNSC draft statement to the media composed by Russia which condemns the Damascus attack. Following his meeting with China’s Foreign Minister Yang Jiechi in Moscow on February 22 Mr. Lavrov accused the U.S. of ‘double-standard policy’ and ‘a dangerous trend when our U.S. partners ignore the basic principle which requires a strong condemnation of any attack’. 

On February 24 John Kerry is starting his first Europe and Middle East tour. Washington expects the Syrian crisis to dominate the agenda of the talks with Sergei Lavrov, U.S. Department of State Spokesperson Victoria Nuland said.

Victoria Nuland also said that the U.S. urges the opposition to sit down for talks with the regime, adding that the meeting could take place anywhere, including Moscow. 

Meanwhile, Russian analysts have different views on how Moscow and Washington could influence the outcome of the Syrian crisis. Boris Dolgov, expert at the Russian Institute of Oriental Studies, believes that the U.S. has been softening its position on the issue with Moscow and Washington having a good potential for finding a common ground for cooperation.

“First of all, Moscow and Washington could agree to stop arms supplies to militants in Syria. Certainly, this would require Russia and the U.S to pressure on both the Syrian government and the opposition to sit down for talks.” 

Prominent expert and the president of the Institute of Middle Eastern Studies, Yevgeny Satanovsky, thinks that Moscow and Washington won’t be able to find a compromise on the issue since they have too different approaches to the situation.

“The Syrian settlement is impossible. The talks won’t bring any result since the opposition is split over the idea, most of them not willing to have talks with the regime. They are busy with jihad, and this is not Assad`s resignation they want but elimination of the Alawites (those who belong to a branch of Shia Islam), and Bashar Assad is an Alawite. So, Moscow and Washington can just help each other to have a better understanding of the differences in their approaches.”

Mr. Satanovsky`s pessimism echoes the words by Victoria Nuland when she said that the U.S. was not going to dictate its will to Syrian opposition. 

The conflict in Syria broke out in March, 2011, and last year it turned into a civil war between the armed opposition groups and the regime. The UN says Syria’s death toll has approached nearly 70,000 people.

North Korea tells China of fresh nuclear tests

North Korea has told its key ally, China, that it is prepared to stage one or even two more nuclear tests this year in an effort to force the United States into diplomatic talks with Pyongyang, said a source with direct knowledge of the message.

Further tests could also be accompanied this year by another rocket launch, said the source who has direct access to the top levels of government in both Beijing and Pyongyang.

The isolated regime conducted its third nuclear test on Tuesday, drawing global condemnation and a stern warning from the United States that it was a threat and a provocation.

“It’s all ready. A fourth and fifth nuclear test and a rocket launch could be conducted soon, possibly this year,” the source said, adding that the fourth nuclear test would be much larger than the third at an equivalent of 10 kilotons of TNT.

The tests will be undertaken, the source said, unless Washington holds talks with North Korea and abandons its policy of what Pyongyang sees as attempts at regime change.

North Korea also reiterated its long-standing desire for the United States to sign a final peace agreement with it and establish diplomatic relations, he said. The North remains technically at war with both the United States and South Korea after the Korean war ended in 1953 with a truce.

Initial estimates of this week’s test from South Korea’s military put its yield at the equivalent of 6-7 kilotons, although a final assessment of yield and what material was used in the explosion may be weeks away.

North Korea’s latest test, its third since 2006, prompted warnings from Washington and others that more sanctions would be imposed on the isolated state. The UN Security Council has only just tightened sanctions on Pyongyang after it launched a long-range rocket in December.

The North is banned under UN sanctions from developing missile or nuclear technology after its 2006 and 2009 nuclear tests.

North Korea worked to ready its nuclear test site, about 100 km from its border with China, throughout last year, according to commercially available satellite imagery. The images show that it may have already prepared for at least one more test, beyond Tuesday’s subterranean explosion.

“Based on satellite imagery that showed there were the same activities in two tunnels, they have one tunnel left after the latest test,” said Kune Y Suh, a nuclear engineering professor at Seoul National University in South Korea.

Analysis of satellite imagery released on Friday by specialist North Korea website 38North showed activity at a rocket site that appeared to indicate it was being prepared for an upcoming launch.

NORTH ‘NOT AFRAID’ OF SANCTIONS

President Barack Obama pledged after this week’s nuclear test “to lead the world in taking firm action in response to these threats” and diplomats at the UN Security Council have already started discussing potential new sanctions.

The North has said the test this week was a reaction to what it said was “US hostility” following its December rocket launch. Critics say the rocket launch was aimed at developing technology for an intercontinental ballistic missile.

“(North) Korea is not afraid of (further) sanctions,” the source said. “It is confident agricultural and economic reforms will boost grain harvests this year, reducing its food reliance on China.”

North Korea’s isolated and small economy has few links with the outside world apart from China, its major trading partner and sole influential diplomatic ally.

China signed up for sanctions after the 2006 and 2009 nuclear tests and for a UN Security Council resolution passed in January to condemn the latest rocket launch. However, Beijing has stopped short of abandoning all support for Pyongyang.

Sanctions have so far not discouraged North Korea from pursuing its nuclear ambitions, analysts said.

“It is like watching the same movie over and over again,” said Lee Woo-young, a professor at the University of North Korean Studies in Seoul.

“The idea that stronger sanctions make North Korea stop developing nuclear programmes isn’t effective in my view.”

The source with ties to Beijing and Pyongyang said China would again support UN sanctions. He declined to comment on what level of sanctions Beijing would be willing to endorse.

“When China supported UN sanctions … (North) Korea angrily called China a puppet of the United States,” he said. “There will be new sanctions which will be harsh. China is likely to agree to it,” he said, without elaborating.

He said however that Beijing would not cut food and fuel supplies to North Korea, a measure that it reportedly took after a previous nuclear test.

He said North Korea’s actions were a distraction for China’s leadership, which was concerned the escalations could inflame public opinion in China and hasten military build-ups in the region.

The source said that he saw little room for compromise under North Korea’s youthful new leader, Kim Jong-un. The third Kim to rule North Korea is just 30 years old and took over from his father in December 2011.

He appears to have followed his father, Kim Jong-il, in the “military first” strategy that has pushed North Korea ever closer to a workable nuclear missile at the expense of economic development.

“He is much tougher than his father,” the source said.

#Italian #chopper deal: #CBI engages a lawyer in Italy

The CBI has engaged a lawyer in Italy to represent India‘s case with the Italian government and the local courts to find out the role of Indians in the alleged kickbacks in the Rs 3,600 crore VVIP helicopter deal.

Official sources said today that the assistance of a lawyer was taken to help understand the Italian law and expedite getting documents from the helicopter company.

The lawyer, if necessary, would be approaching the court in Italy for procurement of documents, they said.

A team of CBI and Defence Ministry officials is leaving for Italy tomorrow to verify allegations of kickbacks in the supply of 12 AgustaWestland helicopters.

The team comprise a CBI DIG, a law officer of the agency, a Joint Secretary-level officer of Defence Ministry and an official of the External Affairs Ministry.

The team’s departure was delayed by a day due to some last-minute formalities which required to be fulfilled before travelling abroad for the purpose of investigation, they said, adding the team would try to meet Italian prosecutors to ascertain the details of the case.

The CBI’s decision came after it virtually drew a blank from the Defence Ministry in getting some official inputs regarding alleged kickbacks of Rs 362 crore in the case.

The CBI was handed over a letter from the Defence Ministry seeking a probe by it in the case which has triggered a storm in the country. Attached with the letter were some Indian and Italian press clippings, which the CBI said, could not form the basis for registering a case.

CBI had sought help of Indian Mission in Rome which too has not been able to provide any authenticated court documents to the agency, the sources said.

This was followed by CBI seeking help of Interpol which also expressed inability to provide any help in the absence of any regular case not having been registered by the agency, they said.

The Defence Ministry had yesterday sent a team led by Joint Secretary and an Air Commodore of Indian Air Force, who gave a presentation to the CBI about the tendering procedures and various stages while finalising the helicopter deal with AgustaWestland.

However, when pressed by the CBI officials about the kickback allegations, the team could not provide any answers to the sleuths, the sources said.

“My fans in Tamil Nadu are overwhelmingly supporting my movie and it has already been talked as my biggest carrier hit after it opened with a humongous response for three days,” he said.

“Now, that the Tamil version of Vishwaroopam has been released in Tamil Nadu, I am happy that I will not be questioned by my brother and co-producer Chandra Haasan,” said the actor, indicating that the film may collect nearly Rs100 crore.
